As established, it means the same when applied literally.

However, contrary to any suggestion that if you blood-eagled Kim you'd find
fur-trimmed waterproofed nylon inside, it has a different figurative use.

Colloquially it is used to describe someone with an obsessive interest in
minutiae. Probably originally deriving from it being the preferred garment
for those individuals found at the end of railway platforms logging in the
registration numbers of the locomotives.
