[Regia-NA] Membership Renewals

The latest change of policy for N.A members renewing their membership is
that we no longer require the completed and signed application form for
renewals and similarly no photos are required unless there has been a
noticable change in apppearance.
All we require are the annual dues only - $30.00 U.S // 42.50 CAD.
The web-site renewal info will be changed to reflect this change.
